Vice-premier focuses on rural reform experimentation

Vice-Premier Wang Yang said reform experimentation will be steadily carried out in rural areas to get more practical experience.

He made the comments at a conference on rural reform pilot areas, in Hefei, capital of Anhui province, on Nov 29.

Wang said the pilot areas are an important part of efforts to promote rural reform experimentation.

He also said that promoting marketization reform — and improving the system and mechanism concerning the integration of urban and rural development — should be placed at core position.

Additionally, efforts should be made to explore various systems — concerning rural land, agricultural support and protection, rural finance, rural collective property rights and rural governance — so as to gain experience that can be replicated elsewhere.

Wang said the organization of the experimentation should be strengthened, the experimental program should be carefully planned. The process, which should be designed according to a rational process, should also highlight key points, reflect innovation, be legally recognized, and control risks to ensure the reform develops as required.

Also on Nov 29, Wang chaired an agricultural and rural conference concerning various provinces, districts and cities, and listened to suggestions for next year’s goals related to agriculture and rural areas.
