Premier Li Keqiang visited the Waigaoqiao Logistics Center in the Shanghai Pilot Free Trade Zone on Sept 19. He praised local reform efforts in the system of departure port tax refund and customs clearance facilitation, and urged authorities of relevant departments to think of new ways to showcase their successes to inspire inland ports along the waterways. Li referred to Shanghai as the “dragon’s head” of the productive Yangtze River waterways. He said - referring to the Yangtze River Economic Zone - that the dragon can only move its body when the dragon’s head takes the lead.
