Premier Li’s six proposals for future of SCO

Premier Li Keqiang attended the 15th prime ministers’ meeting of the Shanghai Cooperation Organization (SCO) on Nov 3 in Kyrgyzstan’s capital, Bishkek. During the meeting, the Premier submitted six proposals on how SCO should cope with changes in the current global situation and join hands to achieve common development and long-term regional stability.

First, create a safe and stable environment. SCO members should follow a common, comprehensive, cooperative and sustainable security concept, further strengthen cooperation in security to ensure the safety of organizations, enterprises and personnel.

Second, build up an integrated development structure. China is glad to work with other member countries to promote trade and investment facilitation in the region and holds an open attitude about the proposal of setting up an SCO free trade area.

Third, improve capacity cooperation. Capacity cooperation should be the pillar of regional economic and trade cooperation, creating a growth point for regional economic development and bringing benefits to local people.

Fourth, explore opportunities for innovation cooperation. China is willing to strengthen coordination in innovation policies and exchange of innovation experiences.

Fifth, improve regional financing mechanism. Based on related financing platforms, financing support should be offered to promote economic development of member states and implementation of regional cooperation projects.

Sixth, enhance people-to-people exchanges. China is willing to sign agreements on establishment and operation of SCO universities with other member states, which will cultivate talent and allow students from those countries to study in China.
