A reporter from Hong Kong asked the Premier Li Keqiang about “supernumerary firefighters” while Li was visiting injured people and firefighters in Tianjin’s Teda Hospital on Aug 16.

Both active and non-active firefighters were well trained and aware of the dangers, yet they chose to face the danger and we feel really sorry for their loss, the Premier said. They are all heroes and heroes are no supernumeraries.
