State Council issues guideline on departments’ responsibilities in Governmental Work Report

The State Council released a guideline to clarify departments’ responsibilities in completing tasks laid out in the Governmental Work Report, as part of the effort to realize social and economic progress this year.

According to the guideline, the Governmental Work Report has set the following targets: a GDP growth of around 6.5 percent or higher if possible in practice; CPI increase kept at around 3 percent; over 11 million new urban jobs and a registered urban unemployment rate within 4.5 percent; a steady rise in import and export volumes and a basic balance in international payments; increases in personal income, basically in step with economic growth; a reduction of at least 3.4 percent in energy consumption per unit of GDP and continued reductions in the release of major pollutants.

To ensure these targets can be fully achieved and done on time, the National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Finance, Ministry of Civil Affairs, Ministry of Land and Resources, Ministry of Commerce, People’s Bank of China and other related departments should undertake respective responsibilities, the guideline stated.

The guideline urged related departments to formulate clear schedules and designate responsible persons, which should be submitted to the State Council before April 15.

Different departments should work together and stay in close communication to raise efficiency, and those that move slowly should be held accountable, the guideline said.
