Vice-Premier Ma Kai stressed providing better services for migrant workers at a State Council meeting on Jan 20.

He highly appreciated the active progress on the work of migrant workers and asked to implement new development concepts to help turn migrant workers into permanent residents in cities.

Ma urged helping migrant workers start their own business, offering skills training and creating more employment opportunities through multiple channels.

He also urged that employers pay migrant workers their wages in a timely fashion, protect their legal rights and speed up the establishment of a long-term mechanism to solve the payment default issue.

He also urged helping them better adapt to city life as permanent residents with the guarantee they can enjoy equal basic urban public services, such as education and medical care.
