Exporting labor can help poverty relief effort, vice-premier says

Vice-Premier Wang Yang chaired a symposium on poverty relief in Shenzhen, Guangdong province on April 26, saying conducting labor import and export connection work is an effective way to relieve poverty and stabilize employment.

“A connection mechanism between labor forces’ import and export areas ensures that laborers from poor areas who are willing to go out for jobs will be exported to targeted areas in an effective way.” he said.

He stressed that the export of labor services is the most direct and efficient way to help poverty-stricken people in rural areas increase income and shake off poverty.

Guangdong, Hunan, and Hubei provinces will carry out the labor import and export connection pilot work as required, according to the State Council’s work plan.

Wang asked the labor forces export areas to set up files of detailed personnel information, and supply good services to the laborers working outside.

Meanwhile, labor forces import areas should enhance employment training for migrant workers, improving the related social security system and basic public service, and help transferred labors live in the cities with stable employment.

For enterprises recruiting a relatively larger number of migrant workers with personnel profiles created before leaving their hometown, the local governments will provide them with support in an appropriate way, according to the symposium.

The vice-premier also called for related departments to record the whole process, summarizing and abstracting experiences that can be duplicated and promoted to other regions.
