Policy hub plays key role in improving nation’s immigration work

The National Immigration Administration was set up in April last year as part of China’s efforts to improve entry and exit management.

The Center for China and Globalization, a nongovernmental think tank in Beijing, has been involved in helping develop the nation’s immigration system since 2009, publishing books and reports as well as providing suggestions on improvements.

Wang Huiyao, founder and director of the center, said think tanks are particularly important in optimizing policies that can provide decision makers with different but professional “angles and thoughts”.

Gary Hua, managing director of the Penn Wharton China Center, said think tanks can also help the government communicate better with the public.

“They can translate policies into a language that is understandable, reliable and accessible for the public, which will have a great influence on the decisions made by companies and individuals,” he said.

Globally, think tanks have become an important component of governance. According to research in the United States by the University of Pennsylvania, the number of think tanks worldwide rose from 7,815 in 2017 to 8,162 last year.

James G. McGann, director of the research, said, “Increasingly, think tanks are a global phenomenon because they play a critical role for governments and civil societies around the world by acting as bridges between knowledge (academia) and power (politicians and policymakers).”
