Premier Li Keqiang said that roots should be watered to nurture a flower and the heart should be laid bare to make friends, in remarks during the 13th prime ministers’ meeting of the Shanghai Cooperation Organization (SCO) in Astana, Kazakhstan, on Dec 15.

The Premier added that the SCO should open its heart to win hearts and bolster the group’s development. Li also said that it should insist on peaceful development, put more emphasis on people’s livelihoods, as well as people-to-people and cultural cooperation to enhance regional connectivity.
