Premier Li Keqiang explains “negative list” management

Premier Li Keqiang said on Sept 18 during his visit to the Shanghai Pilot Free Trade Zone that the “negative list” essentially supports the government’s list of responsibilities. He said telling the market what not to do is more difficult than telling people what they can do. The “negative list” is more specific, unlike the previous generalized version, thus giving the government added responsibilities, according to the premier. Li requested government officials to familiarize themselves with the list, enhance supervision following approval, and increase their efficiency at work.
