Premier stresses support for poverty alleviation by relocation

Premier Li Keqiang has said that relocation is an important part of poverty alleviation and a key measure to win the battle against poverty.

He made the remarks at the national conference on support for poverty alleviation by relocation, held April 11-12 in Southwest China’s Guizhou province.

Since 2016 8.7 million people living in poverty have been relocated, which was a hard-won achievement, Premier Li said.

The work still required will be arduous, and relocation should focus on regions in extreme poverty and groups with special difficulties, he said.

The Premier said work should be done to coordinate funds to support people after relocation and help them find employment and integrate with local communities.

People’s security needs to be ensured after relocation, he said.

Vice-Premier Hu Chunhua, head of the State Council’s lead group on poverty alleviation, addressed the meeting.

Hu said that work relocating the poor has entered a phase where follow-up support is needed.

“It is necessary to increase follow-up support in line with different relocation methods and different relocation areas,” he said.

Measures should be taken to develop efficient modern agriculture, agricultural product processing and circulation, and rural tourism based on local resources, in an effort to lift relocated people out of poverty, Hu said.

Local government should also cultivate and strengthen the county economy, encourage all kinds of enterprises to invest in relocation areas, introduce labor-intensive industries, and strengthen the training of migrant workers, with the aim of ensuring the employment of relocated people, said Hu.

Meanwhile efforts should be made to promote the integration of relocation areas and urban areas, improve infrastructure and public services, and strengthen social governance to integrate relocated people into urban society.

All supporting policies should be effectively connected to protect the legitimate rights and interests of relocated people.
