Premier Li Keqiang has urged more efforts to be put into easing qualification requirements as part of the administrative reform, in an effort to boost employment and cut red tape.

The Premier also emphasized more supervision should be carried out on cutting unnecessary licenses and establishing a regulated national vocational qualification system that can better select talented personnel and improve the quality and efficiency of the work force.

Since 2013, the State Council has canceled the requirement for special qualifications in 434 professions, including real estate agent, associate financial planner and certified tax agent, among which 154 are professional qualification licenses and 280 are qualifications for training highly skilled personnel. So far, the number of licenses cut accounts for over 70 percent of the total.

Related departments have done plenty of work since 2013, transforming their functions to stimulate market vitality and social creativity through exerting more efforts to fulfill the task of eliminating vocational qualifications.

Such results have further streamlined administration, optimized services and promoted the spirit of mass entrepreneurship and innovation, while expanding reforms in personnel development.
