Premier speaks at East Asia meetings

From Sept 6 to 9, Premier Li Keqiang will attend the 19th China-ASEAN (10+1) leaders’ meeting, the 25th anniversary of dialogue relations between China and ASEAN, the 19th ASEAN-China, Japan and Republic of Korea (10+3) leaders’ meeting, and the 11th East Asia Summit. The Premier will also pay an official visit to Laos.

Premier Li has attended these meetings and delivered speeches every year since 2013. The following are some reviews of past meetings.

East Asia Summit

- 10th East Asia Summit

Premier Li attended the 10th East Asia Summit and delivered a speech in Kuala Lumpur, Malaysia, on Nov 22, 2015. He proposed three ideas for future cooperation: First is to accelerate the integration of a regional economy to make East Asia a stable growth point in the world economy. Second is to carry out political security dialogues to explore a security structure that can be applied to the region. Third is to enhance communications among Asian civilizations.

-9th East Asia Summit

Premier Li attended the 9th East Asia Summit and delivered a speech in Nay Pyi Taw, Myanmar, on Nov 13, 2014. He said that the major reason for East Asia’s fast development in the past few decades is a peaceful and stable regional environment. All sides should strive for progress in both the political and security field and economic field, promote regional peace and stability, actively respond to global challenges, deepen cooperation in economic and social areas, and work hard to build a peaceful and prosperous East Asia.

-8th East Asia Summit

Premier Li attended the 8th East Asia Summit and delivered a speech in Bandar Seri Begawan, Brunei, on Oct 10, 2013. He said the financial market in some ASEAN countries had seen some fluctuations, which affected market confidence and capital flows. The task of ensuring a stable economy and economic security in East Asia has become more urgent, he said. China stood up with ASEAN countries in 1997, facing the financial crisis together. Today, China would still stand up with ASEAN countries to maintain a stable regional economy, coordinate macroeconomic policies, and accelerate promoting the construction of a regional safety net. “Whatever problems we will meet in the future, as long as we think together, work together, there’s nothing we cannot deal with,” he said.

China-ASEAN (10+1) leaders’ meeting

“Despite different national conditions, China and ASEAN countries are equally committed to economic development and betterment of people’s lives. None of us want to see the development momentum at home or in the region be put in jeopardy. It is only natural that differences may arise in state-to-state interactions. What is crucial is to recognize that our common interests far outweigh our differences, and that we could properly manage and handle such differences. Through centuries of cultural and people-to-people exchanges, countries in East Asia have developed the wisdom and the time-honored tradition of seeking common ground and setting aside differences through dialogue and consultation. For China-ASEAN cooperation to sustain and succeed, we should skillfully use our traditional wisdom of harmony and diversity in resolving differences through peaceful means, and promote inclusiveness, mutual learning and win-win cooperation.”

“The China-ASEAN strategic partnership has entered a new historical era, presenting the two sides with rare opportunities for cooperation across the board,” Premier Li said, proposing six suggestions regarding practical cooperation in various fields.

“First, we need to work closely to develop a grand strategy for the growth of China-ASEAN relations. Second, we need to work together to build an upgraded China-ASEAN Free Trade Area. Third, we need to speed up building the basic connectivity network. Fourth, we need to foster new highlights in maritime cooperation. Fifth, we need to ensure ‘double security’ in traditional and nontraditional areas. Sixth, we need to actively explore new areas of cooperation in people-to-people exchanges, science and technology and environmental protection.”

“Without a safe environment, a prosperous economy cannot be sustained; without mutual trust, mutual-benefit cooperation cannot be deepened. China will continue the friendly neighbor foreign policy, insist on solving disputes through mutual respect, equal treatment and friendly negotiations. China will also support the leading role of ASEAN in East Asia cooperation. We will share the benefits and difficulties with ASEAN and develop together.”

“Today, the ‘ASEAN Plus Three’ (APT) cooperation is conducted under 60 different mechanisms at various levels, covering 24 areas. Since last year, about 230 cooperation projects have been carried out among member states, producing positive outcomes in finance, food, connectivity, economy and trade, energy, maritime and cultural fields. APT has lived up to its role as the main vehicle of East Asia cooperation.”

“The 10 ASEAN countries and China, Japan and ROK are geographically close, economically complementary and culturally connected. Over the past 17 years, APT cooperation has grown from strength to strength and become a strong impetus in the East Asian integration process.”

“Building on past achievements, parties in the region need to step up coordination, keep firm to the general direction of mutually beneficial cooperation, carry out practical cooperation in relevant fields, and move steadily toward the goal of building an East Asian community.”

“In the past few years, ASEAN countries have promoted cooperation with China, Japan and ROK in various fields. We overcame difficulties with our own power and consolidated the good trend, which made great contributions to the economic growth of East Asia and the world. The 10+3 cooperation is a success, it is also the main channel and battlefield of East Asia cooperation. All sides should put economic development and improving people’s lives in a priority place, and make East Asia cooperation develop in the right direction.”
