“Qiushi,” a Communist Party of China (CPC) journal will publish the text of a speech by Premier Li Keqiang on July 16.
Premier Li made the speech to a symposium on employment on May 6 this year. In it he said that employment is crucial for economic and social development and though the current employment situation is sound, risks should not be underestimated.
He went on to say changes to the employment structure should be made alongside changes to the economic structure. To achieve the transition, the service sector should be prioritized over traditional sectors; business startups should be encouraged; skill-intensive sectors should be favored over labor-intensive.
Employment policies should be carried out fully with college graduates and migrant workers as two focuses. More should be done to tap available human resources and vocational training.
Finally, the article urges local governments to take solid measures on employment.
