Premier Li presides over drafting of 13th Five-Year Plan

On Dec 31, Premier Li Keqiang presided over a meeting regarding drafting the outline of the 13th Five-Year Plan, stressing that the draft work should be in line with new development ideas that promote economic upgrades and social progress.

On the basis of new development ideas that feature innovation, coordination, green development, openness, and sharing, the draft work should lay a solid foundation for the nation to keep medium-to-high economic growth in the next five years, Premier Li said after listening to National Development and Reform Commission’s report on the draft work of the 13th Five-Year Plan.

Premier Li stressed that development is the top priority of the plan and the draft work should be visionary and applicable.

The Premier emphasized structural reform, especially supply-side reform, to create new driving forces and upgrade traditional driving forces through mass entrepreneurship and innovation, urbanization and regional developmental coordination.

Information technology should be integrated with the economic and social development as the “Internet Plus” and “Made in China 2025” strategies can promote rapid development of the manufacturing industry, strategic emerging industries, and service industry, he noted.

He also stressed the plan should be able to improve people’s well-being, secure employment and alleviate poverty.

The 13th Five-Year Plan is an overall development plan for the world’s second largest economy in the next five years starting from 2016.
