Premier Li Keqiang urged stepping up efforts to integrate various industries in rural areas during an executive meeting of the State Council on Dec 23.

Integration of primary, secondary and tertiary industries in rural areas is an important measure to help raise the efficiency of agriculture, improve farmers’ income and contribute to rural prosperity, said the Premier.

To integrate various industries in rural areas, the Premier said that the old development pattern featuring small-scale and scattered businesses should no longer be copied.

“Instead, it should be based on coordinated development of a new type of urbanization and agricultural modernization,” he said.

The Premier stressed that the process should be closely combined with promotion of a new type of urbanization.

On the one hand, industries such as agricultural products processing should enter industrial parks and urban areas; on the other hand, the market in large and medium-sized cities should be able to support the healthy development of agricultural modernization, he said.

Premier Li also urged taking advantage of residence certificates and reforms to the household registration system, in order to explore a new path of integrated development of various industries in rural areas.

The Premier has stressed several times this year that the agricultural development pattern must be fundamentally transformed to promote healthy development of agriculture.

He once proposed developing “modern agriculture in an industrial way” at an executive meeting in July.
