Premier Li Keqiang urged an official responsible for carrying out the trial of “separating the business certificate and business license” in Shanghai to send plans to the State Council as soon as possible so that the practice can be implemented in some areas first. The Premier made an inspection visit to the administrative service center of the Shanghai pilot free trade zone on Nov 25.

The goal of streamlining administration and delegating power to lower-level governments is to remove barriers that hinder creativity and productivity, the Premier said.
