Li said the government did not take any short-term stimulating policies when China’s economy faced downward pressure last year. Instead, the government mainly relied on reform to activate the market and keep the economy running stable. The decision also leaves room to adapt policies in case of any bigger difficulties that may happen this year, the Premier said.

“Just as some representatives said just now, we have not used many taxation, financial or micro-control policies but, if we encounter bigger difficulties, we will use them,” he added.

Premier Li said market vitality should be activated — to promote entrepreneurship and innovation so as to ensure steady growth of the economy despite the downward pressure.

He also said: “As I said when I delivered the Government Work Report — when ‘an abundance of market cells spring into life’, the Chinese economy will be full of life and dynamism.”
