Premier Li Keqiang said the development of agriculture and rural areas is fundamental to the development of the whole country.

Premier Li, who is also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the comments in a letter to residents of a village in Nanning, capital of South China’s Guangxi Zhuang autonomous region.

He wrote the letter to congratulate them on their efforts to strive for a better life.

On July 9, 2013, Li visited the village, which has 1,310 residents and more than 320 households.

During the visit, he met residents who told him about the challenges facing the village.

In addition to the absence of a sewage system, two major issues concerned lack of water and inadequate traffic infrastructure.

Just before he left the village, Li vowed that he and senior leaders of Guangxi would help the residents solve these problems.

The government of Nanning launched projects to help improve the villagers’ livelihood, concerning construction of infrastructure and public service facilities, the demolishment of decrepit homes and building new ones, and developing industries to help increase the incomes of residents.

These efforts mean that every household in the village now has access to running water, and villagers have renovated their homes and also built new ones.

The village has built new roads and built a kindergarten and a primary school.

It also rented most of the farmland to four companies to plant fruit and vegetables. The companies pay rent to the villagers, and this initiative has also created jobs.

Additionally, the local government built a modern water-saving irrigation system for the village.

On Sept 19, the residents wrote a letter to the Premier detailing the transformation of their village since his visit.

The Premier wrote back on Oct 28:

“These achievements reflect the autonomous region’s implementation of the Party’s mass line, and is the result of your hard work.

“I hope you will keep up your enthusiasm, courage and hard work, and make your village an example of the New Rural Construction project and modern agriculture, and also help nearby villages to develop together with you.”
