Documents presented to Premier Li Keqiang during his tour of the Shanghai Pilot Free Trade Zone on Sept 18 described the local government’s initiatives concerning a new management mode. On a green table lay a total of 186 of the documents that regulated the market before the reform, and 151 documents that have been revised by far were put on a blue table. The remaining 35 documents related to the “negative list” management policy were left on an orange table. Li pointed at the orange table and said that the list should be further shortened and the market should be given more space.
