Premier Li Keqiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier, convened a cabinet meeting on July 31 regarding the revival of the Northeast China, an area of Liaoning, Jilin, Heilongjiang provinces and an eastern section of Inner Mongolia autonomous region which once pioneered the nation’s industrialization. The meeting focused on discussing new problems and difficulties confronting the economic development of the Northeast and looking into the relevant efforts to improve the development of the region.
Zhang Gaoli, Member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee and Chinese Vice-Premier, attended the meeting.
Li said that the Northeast is the cradle for the industry of the new China, which made great contribution to the industrialization of the nation. A dozen years into the implementation of the revitalization strategy of the Northeast old industrial base, the economy of the Northeast has entered a higher level. Social undertakings have been developing vigorously, and people’s livelihood has made significant improvement.
However, the region is facing new challenges for now. The economic growth continued to drop since last year. Production and management difficulties emerged in some sectors. Some deep-seated institutional, mechanical and structural contradictions came to the surface. Xi Jinping, General Secretary of CPC Central Committee, and others in the party’s central leadership are very concerned with the development and revitalization of the Northeast. According to the decisions and arrangements made by the Party Central Committee and the State Council, effective measures should be taken to improve the economic development of the Northeast.
Li stressed that development is the first priority. The region’s abundant resources, industrial layout and talent should provide great growth potential. Li urged local governments to promote scientific development, deepen reform, expand opening up, and be more innovative.
Li pointed out that to crack the difficulties in developing the Northeast, several important tasks that serve multiple ends must be coped with using all resources. Further attentions should be paid to deepening the reforms and directional economic regulations.
First, simplification of administrative approval procedures and delegation of power is important in stimulating businesses and creating a fair market environment, especially for small companies. Private banks will also be piloted in the region, according to Li.
Secondly, the social security system should be improved and put into practice. Local governments should invest more in public facilities such as transport, water projects, railways as well as renovation of shantytowns, old industrial zones in town, and independent mining areas. Innovation in investment and financing is encouraged to attract more social investment.
Thirdly, the real economy should be strengthened through adjustments in methods and structures. Local companies must attach greater importance to research and development, and that priority will be given to the development of newly emerging industries.
Li said that to push forward the economic development of the Northeast, it is important to play to their advantages. Firstly, equipment manufacturing should become a strength. Regarding high-speed trains, nuclear power and high-voltage projects, more technological and product innovation is needed if the region is to maintain its edge in these sectors, so as to promote “equipment made in the Northeast” to the world. Secondly, the Northeast should become one of the nation’s best in agricultural modernization. A comprehensive reform pilot of modern agriculture, including developing appropriate scale of operations on the basis of respect for farmers’ will, supporting the better processing of farm products, speeding up the construction of grain storage facilities, and taking measures to improve the ecological environment, shall be promoted. Thirdly, the building of open platform to the Southeast Asia should be strengthened. The mutual opening should be enhanced through coastal economic zones and border crossings.
Li urged all departments to improve their services and all officials in the Northeast to assume responsibilities to upgrade the old industrial base in the transformation.
Vice Premieres Liu Yandong, Wang Yang, Ma Kai, State Councilor Wang Yong, and Wan Gang, Zhou Xiaochuan, Wang Zhengwei attended the meeting. Local government leaders of Inner Mongolia autonomous region, Liaoning, Jilin, Heilongjiang Provinces, and members of the State Council’s leading group of revitalizing Northeast China and other old industrial bases participated in the meeting.
