China to promote Internet Plus advanced manufacturing

China will speed up the development of Internet Plus advanced manufacturing to boost innovation and entrepreneurship.

The decision was made at a State Council executive meeting chaired by Premier Li Keqiang on Oct 30.

Integration between information technologies and the manufacturing industry will be further advanced, and development of the industrial internet will be accelerated through implementation of the Made in China 2025 and Internet Plus strategies, in order to transform the nation into a global leader in the industrial internet, according to the decision made at the meeting.

China legalizes VAT reform results

The State Council executive meeting on Oct 30 passed a draft decision that puts an end to the regulation on business tax collection and rectified that of the value-added tax to reinforce VAT reform.

With no more business tax being collected, the scale of VAT taxpayers should be adjusted accordingly. Entities and individuals engaged in sales services, intangible assets and fixed-asset property will be classified as VAT taxpayers.

Also, transitional policies for VAT reform in certain sectors should remain unchanged.

Information sharing to help business license integration

China will continue with efforts in business license integration by strengthening business-related information sharing among government departments, according to a memorandum on cooperation signed by the State Administration for Industry and Commerce, the Ministry of Commerce and the General Administration of Customs.

The document required related departments to jointly establish an information sharing mechanism, control information collection, and promote extensive application of “all-in-one business license and unified code”.

Joint inspection on local efforts to expand consumption

The Ministry of Commerce, the National Development and Reform Commission, and 10 other departments will conduct a joint inspection of local performance of consumption expansion.

They will inspect the work of local commercial departments to promote circulation system reform, establish a uniform market, enhance effective supply of commodities, improve life service quality, and optimize the environment for consumption.

Crackdown on counterfeits during online shopping festival

China launched a national campaign to strictly crack down on counterfeit products during the upcoming online shopping festival, or Nov 11, also known as Singles Day.

The campaign, carried out by the General Administration of Quality Supervision, Inspection and Quarantine from Oct 25 to Nov 15, focuses on fighting online counterfeit consumer goods and protecting consumers’ rights.

It will collaborate with the Ministry of Public Security and hand out severe punishment for any related illegal acts.

China to set up national platform on land requisition

China will set up a national platform to share information on land requisition.

Since May this year, pilot projects to open government affairs in grassroots land requisitions have been in effect in 35 county-level regions in five provincial-level regions.

The success of the projects will be promoted across the country.

Public institutions should stress equal employment opportunity

The Ministry of Human Resources and Social Security recently issued a circular on recruitment affairs at public institutions.

The circular stressed that public institutions should not set unrelated discriminatory conditions.
