More administrative fees cut

The National Development and Reform Commission and the Ministry of Finance released a document to continue cutting enterprise-related administrative fees.

According to the document, fees for using telecom numbers, handling vehicle licenses and exit and entry documents are to be reduced starting on July 1.

It is estimated that enterprises’ burdens will be reduced by 2.6 billion yuan as a result.

Abolish drug price markups at public hospitals under govt departments

Public hospitals under the National Health and Family Planning Commission and the State Administration of Traditional Chinese Medicine should remove their drug markups, according to a document jointly issued by NHFPC, the Ministry of Finance and five other departments.

The public hospitals should be in line with local drug pricing reform, participate in building a hierarchical medical system, and carry out medical insurance payment reform.

Promote healthy development of construction

The construction sector will face more reforms, including administrative reform, adjusting project organization, improving quality and safety management, optimizing the market, and enhancing personnel quality, according to a document co-issued by the Ministry of Housing and Urban-Rural Development and 18 other departments.

It also put forward detailed tasks such as qualification management improvement, settlement regulation, and stepping up promoting whole-process contracting for engineering, procurement and construction.

Improve compulsory education in poverty-stricken areas

The basic conditions for compulsory education in poverty-stricken areas will be improved, according to a circular issued by the ministries of education and finance.

Poverty-stricken counties will receive government support to push forward comprehensive improvements in school buildings and facilities by the end of 2017, the circular stated.

Local authorities, if found neglecting duties, with delay in programs or serious quality and safety problems, will be held accountable.

Improve management of occupational hazards risk factor

The State Administration of Work Safety announced combining analysis and control of occupational disease risk factors into the safety production risk control and prevention mechanism, in order to safeguard workers’ safety and health.

Crackdown on illegal medical cosmetology

A special campaign will be carried out to strictly crack down on illegal medical cosmetology businesses, according to a teleconference held by the National Health and Family Planning Commission and six other departments.

They urged efforts to strengthen supervision, and encourage social capital and medical institutions to provide cosmetic medical services of good quality.

A “black list” should be set up and included in the social credit system, and illegal businesses will receive joint punishment.
