CPC issues guideline on basic public services

BEIJING — The General Office of the Communist Party of China (CPC) Central Committee and the General Office of the State Council have jointly issued a guideline on establishing and improving the basic public service standard system.

The guideline stresses establishing and improving a standard system on basic public services, regulating the duties of expenditure between the central and local authorities, and pushing forward a unified basic public service system in urban and rural areas.

It also calls for ensuring the service covers all people equally so that they can have a strong sense of fulfillment, happiness and security. It specifies that people’s access to nine fields, such as childcare, education, employment, medical services and housing, should be ensured.

The guideline aims to incorporate the ideal of basic public service standardization into governance by 2025 and basically ensure equitable access to basic public services by 2035.
