The State Council issued a circular on Aug 3, calling for establishment of a comprehensive supervision system in the healthcare industry with participation from various parties and use of multiple methods.

By 2020, an effective and comprehensive supervision system with clear assignments of responsibility will be set up, according to the circular.

The Communist Party of China and the Chinese government will take the lead in overseeing the healthcare industry, while healthcare institutions should undertake responsibility in self-management.

The government also supports people from all walks of life, including healthcare personnel and citizens, to participate in the supervision.

The entry procedures for the industry will see improvements. The circular stressed accelerating administrative reform, generating administrative approval item lists open to the public, and improving procedures for institutions, professionals, technologies, drugs and equipment to enter the sector.

The circular called for better supervision in healthcare services quality, institutions’ operations, public health services, personnel, the market order, and health-related industries.

Also, it encouraged innovation in supervision methods by introducing random checks, industrial credit system, information disclosure system, and other mechanisms.
