China to establish Made in China 2025 national demonstration zones

The State Council has released a circular, to establish Made in China 2025 national demonstration zones across the country.

The zones will undertake the tasks in building advanced manufacturing development models in the country, the circular stated.

Cities and city clusters, with distinctive leading industries and high-level innovative businesses and platforms surrounded by research institutions and talent, paired with flexible micro policies and a good business environment, could apply to establish the zones.

By sticking to the Internet Plus strategy and the mass entrepreneurship and innovation, the zones should use their industrial advantages, explore civil-military integration models, upgrade traditional industries, cultivate leading manufacturers, and support coordinated development among large, small and medium enterprises.

The zones are given responsibilities to carry out technological innovation, through reinforcing R&D in generic technologies and tackling key problems in core technologies. Also, they are urged to integrate industries and the finance sector.

For more openness, entry restrictions on foreign capital will be eased, and technology and management capacity should be improved to meet international standards, the circular stated.

The circular called for implementation of related support policies in the zones, and efforts to achieve replicable experiences.

By taking into consideration industrial characteristics and capacity, different areas are encouraged to explore their own development path in the manufacturing sector.

Related authorities should continue efforts to enhance administrative streamlining, extend preferential policies for national independent innovative demonstration zones, make efforts to attract more social investment, and improve inclusive finance services in the zones.

In addition, the authorities should launch pilot projects to turn obsolete business places into incubators, put equity incentive measures in place, and ensure equal treatment to all kinds of enterprises.
