Sichuan to promote comprehensive innovation and reform

The State Council has approved Sichuan province’s pilot program to promote comprehensive innovation and reform, in a document issued on June 24.

Firmly adhering to the five new development concepts of innovation, coordination, green development, opening up and sharing, the document calls on the National Development and Reform Commission (NDRC), the Ministry of Science and the people’s government of Sichuan province to implement decisions and deployments from the Central Committee of the Communist Party of China and the State Council. It says this will achieve innovation-driven transformation and development by focusing on promoting technological innovation and removing structural and institutional obstacles. The pilot program is designed to lay a solid foundation for long-term and sustainable development in Sichuan province, according to the document.

The people’s government of Sichuan province is being urged to formulate specific plans with a clear division of responsibilities to implement various reform measures.

The document also requires the NDRC and the Ministry of Science to strengthen overall planning, and address new situations and issues emerging from reform pilots. They also been asked to track and analyze the progress in implementing the pilot program and to promptly report major issues detected to the State Council.
