State Council issues instructions on handling of wage arrears

The General Office of the State Council issued a document on problems concerning migrant workers’ wage arrears on Jan 19.

More importance will be attached to areas where arrears often occur such as project construction, labor-intensive manufacturing and catering. A guarantee system with prevention, supervision and punishment will be established and improved. A well-managed operation must be in force by 2020, with the problem being curbed so that no wage arrears occur.

The government asked enterprises to regulate wage payments and employment management, and improve the supervision and guarantee system. Enterprises with such problems should be put on a blacklist, which will be published regularly. Related ministries will also publish such information on the Internet.

Arrears will be investigated strictly and such cases dealt with. Related contingency plans should be improved, especially involving mass incidents. There should be some circulating capital available for cases that cannot be solved in a short time. A joint conference system should be established with ministries cooperating to deal with the problem.
