I. Except for rare earth, the first batch of export quotas in 2014 account for 70% of the annual total.

II. The first batch of export quotas in 2014 are mainly calculated by reference to the output, export volume and export value of various enterprises from 2011 to January-October 2013.

II. Please allocate the quotas to relevant enterprises as soon as possible.
