Top leaders have called for more to be done to facilitate “new-type urbanization,” saying fresh achievements must be made in the area in 2016.
In an instruction on the issue, President Xi Jinping asked authorities to uphold the concepts of innovation, coordination, greenness, openness and sharing in the urbanization process.
Efforts should focus on raising the urbanization rate based on the number of registered urban residents, providing equal public services for rural and urban dwellers, and making cities more people-friendly, Xi said.
Premier Li Keqiang also gave instructions on advancing the new type of urbanization.
He said China’s largest potential of domestic demand and development energy lies in urbanization. He called on various regions and departments to balance urban-rural development and focus on stabilizing growth, restructuring the economy and improving people’s livelihood.
“Urbanization should be centered on the people with an emphasis on quality improvement,” the Premier said.
Moreover, he urged promoting the urbanization of the migrant agricultural population, to increase products and services for citizens, as well as establishing mechanisms compatible with modern agriculture in the spirit of reform and innovation.
Vice-Premier Zhang Gaoli on Feb 23 attended a State Council teleconference on further promoting the new type of urbanization development.
Zhang urged the active implementation of the policy of a permanent registration system and called for more efforts to enable all permanent residents to enjoy public services.
He called for the rebuilding of shantytown areas and the development of medium- and small-sized cities. He also called for the development of infrastructure building and public services in rural areas.
We have to improve the land use system, investment and financing mechanism, as well as the urban housing system to provide for urbanization development, said Zhang.
He asked different departments to work together to promote the development of urbanization building.
