The five-year plan also underscores the importance of promoting rural development. It lays out plans to stabilize the rural land contracting relationship, and improve the rural collective property rights system.

The country will also adopt its strictest system thus far to protect farm land. Efforts will be made to increase grain production to meet domestic demand.

During the next five years, China will promote a human-centered urbanization process, and reform the rural household registration system. Policies will be in place to ensure farmers enjoy the same social benefits as urban residents.

For farmers who decide to live in cities, their land rights will be protected. And they can enjoy the benefits resulting from collective land deals.
