In accordance with the Decision of the Fifth Session of the Ninth National People's Congress on the Number of Deputies to the Tenth National People's Congress and the Election of the Deputies, the Plan for Allocation of the Number of Deputies of the Minority Nationalities to the Tenth National People's Congress is formulated.
1. In accordance with the stipulation that "the number of deputies to the National People's Congress to be elected from among the minority nationalities shall be in the neighborhood of 12 percent of the total number of deputies to the National People's Congress", about 360 deputies should be elected from among the 55 minority nationalities of the country.
2. An additional number of 35 deputies is allocated to the provinces and autonomous regions of Liaoning, Guangxi, Guizhou, Yunnan and Xinjiang, where there are more nationalities but the population is smaller; and one deputy is allocated to each of the 33 minority nationalities that has a very small population, thus ensuring a minimum of one deputy from each of the minority nationalities.
3. The number of deputies of minority nationalities directly allocated to the provinces, autonomous regions, and municipalities directly under the Central Government is 320. This number and the 26 candidates for minority nationality deputies allocated to and to be nominated by the central institutions and the 14 deputies of minority nationalities allocated to the Chinese People's Liberation Army make a total of 360.
4. The number of deputies of the minority nationalities to the Tenth National People's Congress is allocated as follows:
