(Adopted at the First Session of the Tenth National People's Congress on March 6, 2003)

　　In accordance with the provisions of the Organic Law of the National People's Congress of the People's Republic of China, each special committee shall be composed of a chairman, vice-chairmen and members. Candidates for these positions shall be nominated by the Presidium from among the deputies and shall be subject to approval by the National People's Congress.

　　Election at the current session of the component members of the special committees under the Tenth National People's Congress shall be conducted by means of the voting machine, and the namelist of all the candidates for each special committee shall be put to vote separately and adopted by a simple majority of all the deputies. Should the voting machine break down in the course of operation, the vote shall be conducted by a show of hands instead.
