China should implement the strategy of revitalizing the nation through science and education and building up the national strength by promoting talents, the 16th Central Committee of the Communist Party of China (CPC) decided at its fifth plenary session which ended in Beijing Tuesday.
The four-day plenum examined and approved a proposal for formulating the 11th five-year program for national economic and social development, a roadmap for the development of the country in the next five years.
According to a communique issued by the plenum Tuesday afternoon, science and technology, education, and trained personnel are the key factors for improving the nation's competitiveness.
In developing science and technology, independent innovation should be emphasized, leapfrog advances should be made in key areas, and science and technology should support and lead economic development in future.
The innovation capacity of enterprises should be enhanced and the development of a national innovation system should be accelerated, says the communique.
The development of education should be a priority, competence-oriented education should be put into effect in an all-round way, the compulsory education system become universal and consolidated, and vocational education be greatly advanced, the quality of higher education be improved. The education system reform should be deepened, and the structure of education should be adjusted at a quicker pace. All forms of education should be developed in a coordinate way, and Chinese society should become a learning society.
China should expand the development of human resources capacity to train administrators for party and government institutions and for businesses, and professionals in all areas. The training of professionals in high technology and technicians for rural areas should be accelerated, the communique says.
