Born in Yancheng, Jiangsu Province.
As of 1978, he had been President of Tianjin Institute of Power Sources. Since March 1983, he had served successively as the Member of the Standing Committee of CPC Tianjin Municipal Committee, the leader of its Science and Technology Department, Director-General of its Organization Department, Deputy Secretary of CPC Tianjin Municipal Committee, Vice Minister of the Organization Department of the CPC Central Committee, and Secretary of CPC Hebei Provincial Committee. Since March 2003, he has been serving as Minister of the Ministry of Information Industry and concurrently Minister of the State Council Informatization Office.
