Main functions responsibilities:

1. to carry out the Party's and state's principles, policies, laws, regulations and rules on health work, drafting local policies, regulations and rules on health work; to study and propose strategic objectives and development plans on the health care cause, and supervise the implementation of national technical specifications and hygienic standards.

2. To study and propose regional health plans, make overall plans and coordinate the health resource distribution of the whole province; to make community health service development plans and service standards, guide the implementation of health plans.

3. To implement the plans, policies and measures on rural health care and maternal and child care, and guide the implementation of elementary health care plans and special techniques on mother and infant health care.

4. To carry out the principle of Putting Prevention First, launch the Health for All education; to implement the national prevention and treatment plans for diseases seriously dangerous for mass health, draft and organize the implementation of the prevention and treatment rules for schistosomiasis; to organize the comprehensive prevention and treatment of serious disease.

5. To study and guiding the reform of medical care organizations, supervise the implement of medical staff occupation standard, medical quality standard and service specifications.

6. To supervise and managing blood collection and supply by blood collection and supply organizations, as well as the quality of blood for clinic use, in accordance with the law.

7. To study and draft the development plan for all key medical sciences and technologies in the province, organize the cooperating tackling of key problems on key medical and hygiene research subjects, and guide the popularization and application of medical scientific and technical achievements.

8. To supervise and manage the prevention and treatment of infections, endemic diseases and occupational diseases, and hygiene in food, occupations, environment, radiation and schools, supervising and implement the quality management specifications for food and cosmetics, and be responsible for the certification work.

9. To organize and implement national staffing standard on hygienic organizations and qualification certification standard for hygienic technical staff, draft and organize the implementation of the provincial hygienic talent development plans, and the occupational ethnic specification for hygienic staff.

10. To organize and guide official and civil multilateral and bilateral cooperation and exchange on medicine and health care, as well as hygienic foreign aid work, take part in important health-related activities advocated by international organizations.

11. To carry out the principle of "paying attentions to both traditional Chinese and western medicines", and promote the inheritance and innovation of traditional Chinese medicine and realizing traditional Chinese medicine modernization.

12. To draft the working plans, policies and measure on the patriotic public health campaign and improve water supply and toilets within the province; to coordinate related departments to do well on the urban and rural patriotic and public health work.

13. To be responsible for the medical care work for medical care objects as specified by the provincial medical care committee, and administrate the medical care work for related cadres according to the regulations.

14. To organize and dispatch the hygienic technical force of the whole province, assist urban and county people's governments and related departments to implement urgent treatment on major outbreak of epidemic and disease conditions; to prevent and control the creation and spread of epidemic or disease conditions.

15. To undertake other assignments by the Committee of the CPC and the People's Government of Hunan Province.
