Main functions responsibilities:

1. To implement macro stratagem of technological development and guideline, policy and statute of technology's improving economic and social development; to research key issues of technology's improving economic and social development; to do a research and confirm vital distribution and priority area of technological development; to promote construction of technological innovation system in Hunan, so as to improve technological innovation ability of the whole province.

2. To organize making medium and long-term program and annual plan for development of science and technology in Hunan; to participate in demonstration and decision-making of comprehensive projects that are between departments and concerned with multiple subjects, and that exert vital influence over economic and social development.

3. To implement guideline, policy and measures for technological system reform; to promote establishment of technological renovation system and technological renovation mechanism which are adaptable to socialist market economy and the law of development of technology; to instruct technological system reform in each department and city (municipality).

4. To do a research and suggest measures of multiple channels for increasing technological input; to optimize allocation of technological resource; to take charge of budget and settlement of expenditure under corresponding management such as scientific operation expenses, "3 technological expenses" and technological foreign expenses.

5. To implement policy measures for improving fundamental research and development of high and new technology; to take charge of working out and organizing the implementation of major fundamental research plan, high and new technology research and industrial development plan, scientific and technological plan, technological renovation projects and technological plan to develop the society.

6. To strengthen industrialization of high and new technology and development and popularization of applied techniques; to instruct transformation of scientific and technical payoffs; to manage new key products of high and new technology of provincial level; to take charge of working out directory and instructing the implementation of technological development programs as Torch Program, Spark Program and Payoff Popularization Program; to supervise work in development zones for industries using high and new technology and technology park in universities; to promote the implementation of export policy of high and new technology and other policies concerned.

7. To participate in working out construction program of technological base as key technological projects; to work out and implement program of technological base as key laboratory.

8. To implement policy concerned that technological talent resource can be rationally allocated, in order to bring technological talents into their full play of enthusiasm, and create a good developing environment for them.

9. To do a research and suggest technological statute in the whole province; to have corresponding management of scientific and technical payoffs, scientific and technical award, technological secret, technological market and protection of intellectual property rights concerned with technology; to work out popularization program of science and technology, carry out policy as conduction, so as to advance popularization of science and technology; to develop agencies involved into technological consultation, public bidding invitation and evaluation, so as to advance the establishment of technological service system.

10. To take charge of management of technological information, technological statistic and technological periodicals; to examine and verify setup and adjustment of scientific research organizations.

11. To have corresponding management of foreign technological affairs in Hunan; to do a research and work out and organize the implementation of program and plan of external technological cooperation and communication in Hunan; to take charge of organizing examination and approval of foreign technological affairs and cooperation projects; to participate in demonstration and decision-making of key introduced projects.

12. To instruct coordinating technological management work in each department under provincial government and each city (municipality).

13. To undertake any other business demanded by provincial Party committee and provincial people's government.
