Main functions and responsibilities:

1. To implement guideline, policy and laws and regulations of educational work, do a research and draw out policy for educational work in the whole province and local rules and regulations, and supervise the implementation of them.

2. To do a research and make stratagem of educational reform and development and developing program of educational business in the whole province; to draw out policy of educational system reform and developing emphases, structure, speed of educational business, and instruct coordinating the implementation of them.

3. To manage fixed educational expenditure to the department as a whole; to participate in drawing out policy and measures for educational money raising, educational appropriation and investment for educational capital construction; to organize the implementation of expenditure budget (including expenses for educational business and investment for educational capital construction) of colleges and universities once it has been settled in the provincial level of finance; to gather different standards of educational charge and put forward its opinions on them, and report to provincial government for examination and approval after examined and verified by departments in charge of price and finance; to supervise money raising and utilization of educational expenditure in the whole province; to instruct the implementation of foreign (external) educational aid, educational loans and educational cooperation projects.

4. To comprehensively manage higher education, education for postgraduates, vocational education, fundamental education, preschool education, adult education, education on broadcast, television and internet, and qualification education by nongovernmental people and organizations; to take charge of adjusting composition and structure of schools; to examine and verify setup, renaming, repeal and adjustment of colleges and universities, common senior high schools and medium vocational schools; to exam and approve setup of undergraduate majors and special majors in universities and academies of provincial level; to organize examining and approving uniform teaching materials for middle school and grade school; to instruct educational and teaching reform and key school construction and key subject setup; to instruct educational work for minorities, and coordinate educational aid for minority districts; to take charge of educational supervision and educational evaluation.

5. To take charge of teachers' work in the whole province, and program and instruct team construction of teachers and administrative staff; to do a research and make a staff establishing standard for various schools in the whole province; to carry out teachers' continuation education, qualification verification, examination and evaluation of their qualification in professional skills and occupation; to instruct schools' internal reform of managerial system.

6. To program and instruct Party construction work, ideological and political work, ideological and character education work, physical education, sanitation and art education, and national defense education work in schools of all levels and all types; to instruct ideological and political construction of college and university group; to assist some departments concerned with construction of leadership and cadre team in the school.

7. To manage examinations for various higher educational qualification as a whole, do a research and make an enrollment plan for common colleges and universities, adult academies and technical secondary schools, and organize the implementation of it; to take charge of management of school roll of various higher qualification education; to have corresponding management of employment system reform for college students who have finished their course of study, draw out employment policy for graduates from colleges and universities, and implement the policy of employment and distribution of graduates from colleges and universities.

8. To program and instruct research in natural science, philosophy and social science of educational system of Hunan; to instruct research and popularization of high and new technology application, transformation and popularization of scientific and technical payoffs, and combination of "producing, study and research" in colleges and universities in Hunan; to organize coordinating the implementation of colleges and universities' undertaking national or local key research projects; to instruct the developing construction of scientific research base of schools and key laboratories in colleges and universities.

9. To manage as a whole and coordinate foreign affairs of the educational system of the whole province; to instruct international educational communication and cooperation and educational communication and cooperation with Hongkong, Macao and Taiwan; to take charge of management of students studying abroad from Hunan, foreign teachers, foreign experts and foreign students to Hunan.

10. To take charge of statistic and analysis of basic information of educational system in Hunan, and development and construction of the information systems.

11. To manage colleges and universities of provincial level and institutions of department level, and instruct the work of educational organizations such as institutes, associations, seminars and foundations.

12. To undertake specific work of provincial language working committee and provincial degree committee.

13. To undertake specific work concerned of educational working committee under provincial Party committee.

14. To undertake any other business demanded by provincial Party committee and provincial government.
