Main functions and responsibilities:

1. To work out policy measures concerned and organize implementing them in order to advance industrialization process in Hunan and develop into new industrialization, supervise industrial economy in Hunan together with some departments concerned, and instruct, coordinate and serve all economic sectors and industrial enterprises of various scales and types.

2. To take charge of routine economic operation and adjustment of industry and transportation system, and work out and organize the implementation of controlling target, policy and measures of operation of industry and transportation in the near future; to supervise and survey and analyze economic operating situation of industry and transportation, organize solving prominent contradiction and problems in the economic operation of industry and transportation, and do a research and suggest policy for economic operation of industry and transportation system; to instruct enterprise to eliminate losses and increase profits.

3. To implement national industrial policy, work out local supporting policies for optimizing the industrial structure and structure of products together with departments concerned, make project for structural adjustment in key industries and key products, and supervise and inspect the implementation of it; to instruct industrial structural adjustment in Hunan, and coordinate the solution of vital problems in implementation; to contact non-governmental agent organizations in industrial field.

4. To take charge of supervision and inspection of execution of economic laws and regulations concerned; to organize drawing out economic statute and regulations in the field of industry and transportation, so as to normalize behavior of enterprise; to coordinate lightening the burden on enterprise, and maintain stability of enterprise in the whole province together with some departments concerned.

5. To organize drawing out policy measures for the combination of production and technology to advance technical progress in enterprise, and supervise the implementation of them; to take charge of working out, transmitting to subordinates and implementing program and annual plan for technical innovation, technical introduction, assimilation and absorption, development and popularization of new techniques and new products; to manage specialized fiscal funds for technical innovation of provincial level together with departments concerned; to take charge of managing projects of technical innovation examined and approved by local authority and registered for records (including projects to reconstruct current enterprise by the use of foreign capital), and organize the implementation of them; to do a research and program investment distribution of competitive industries in Hunan, and publicize introduction catalogue for project investment.

6. To implement national guideline and policy to boost the development of minor enterprise, do a research and make policy measures to boost the development of minor enterprise in Hunan, and coordinate key issues in the development of minor enterprise; to draw out and organize the implementation of development stratagem, medium and long-term program and annual plan for minor enterprise; to instruct reform in minor enterprise; to manage development funds for minor enterprise in Hunan; to construct good credit guaranty system and service system in minor enterprise; to draw out list of government's projects to support minor enterprise and investing plan of funds, so as to support the development of minor enterprise; to instruct legal consultation for minor enterprise.

7. To do a research and draw out program for resource saving and comprehensive utilization, participate in working out program for ecological construction, draw out policy for resource saving and comprehensive utilization, and organize coordinating cleansing producing; to coordinate key issues in ecological construction and resource saving and comprehensive utilization, and organize the coordination in development of environmental protection industry and industrial environmental protection.

8. To have an overall coordination on key issues in economic operation concerned with railway, highway, aviation, water carriage and postal correspondence; to coordinate guarantee factors for economic operation such as coal, electric power, petroleum, transportation and raw materials; to take charge of key enterprise, key project, vital material and transportation control and coordination of foreign trade freight.

9. To have corresponding management of trade management office of industry and transportation system and Hunan coal industry bureau, and organize and instruct each trade management office to draw out trade program and trade statute; to do a research and draw out trade program and trade statute for trades of electric power industry (including water and electricity), medicine, foodstuff, etc, so as to supervise these trades.

10. To take charge of trainings for economic management cadres and managerial force of enterprise.

11. To undertake any other business demanded by provincial Party committee and provincial people's government.
