Major Responsibilities of Fujian Provincial Department of Forestry

1.To carry out the guidelines, policy, laws and regulations and rules of the forestry development;
- to draft relevant forestry policies, organize the drafting of the local forestry regulations and the governmental regulations, and supervise their implementation;
- to study and draft medium and long term forestry development strategies and plans for the whole Province, and check and supervise their implementation in accordance with the law;
to draft and organize the implementation of the forest land utilization planning, and to guide the forestry economic system reform in the whole Province.

2. To organize, direct forestry ecological environment construction, including plantation of forests, closing hillsides to facilitate afforestation, controlling sand erosion by planting grass and protecting natural forests;
- to organize, guide the establishment of forests, wetland and the nature reserves to support wild animals and plants, forest parks, drainage areas, forest ecosystem, coastal protective forest zones and to manage and organize and guide the protection of the ancient and well-known trees outside the urban area.

3. To organize the protection and rational development and utilization of the land and wild animals and plants resources in the whole Province;
- to be responsible for the examination, checking and approval procedures for the import and export of species on the brink of extinction, and of those land and wild animals and plants and their products under the State and Provincial protection, and
- to organize and coordinate the protection of wetlands in the whole Province and exercise relevant international conventions.

4. To organize forest tree seedling production and management, and the forest base construction and management of various commercial forests (including timber forest, economic forest, fuel forest, medical forest, bamboo grove), forests for special use, and industrial raw materials forests;
- to exercise industrial management of the forestry industry, including the wooden bamboo production and processing, forestry chemicals, wood chips production, wood pulp papermaking, forest tour, woody herbs, flowers, land and wild animals and plants planting, raising and processing;
- to be responsible for the operation and management of the Provincial state-owned forests, and to direct the reform and development of forestry enterprises, and the planning of the forestry products system.

5. To organize and guide the management of the forest resources in the whole Province (including the economic forest, the fuel forest, the tropical rainforest plants, red tree forest and other forests for special use) and the resource investigation planning, designing, the trend monitoring and measuring, assessment and statistics;
- to verify and supervise the use of the forest resources;
- to organize forestry business proposals and forest cutting (or hunting) and transportation, processing bamboo and the business of the land and wild animals and plants, and to be responsible for the management of the ownership of the forest land and the forest, and the verification of the expropriation and impropriation of the forest land.

6. To manage and supervise Provincial forestry funds in the whole Province;
- to guide the forestry basic construction;
- to verify forestry key basic construction and technological renovation projects;
- to put forward the economic adjustment suggestions on forestry development;
- to organize, guide the statistical work of the forestry in the whole Province;
- to supervise the Provincial state-owned forestry assets and the state-owned forest resources in the whole Province, and
- to exercise the ownership of the state-owned assets on the state-owned forest farms (including state-owned forest resources and other state-owned assets ).

7. To direct the forest public security work in the Province and the supervise the building of the forest public security teams;
- to maintain the social security order in the forest zones;
- to guide, coordinate, supervise and investigate and deal with the cases concerning the damaging of forests, wild animals and plants resources;
- to organize and guide the forecasting of the pest disasters in the forests in the Province, and their prevention and treatment, and the quarantine of forest plants.

8. To organize and supervise forestry scientific and technological innovations;
- to organize the popularization and application of the major scientific research projects and scientific findings that tackle key problems;
- to manage the industrial and the quality management of the forestry industry, and to organize the protection and management of the new species of plants.

9. To organize and guide foreign affairs, foreign trade and economy, the accession of foreign intelligence, and information-based management of the forestry industry in the whole Province;
- to supervise forestry education and propaganda, and the development of forestry staff in the whole Province;
- to supervise the construction and management of the state-owned forest farms, nurseries, forest parks, nature reserves and the basic level forestry institutions, and to supervise and manage the work safety of forestry industry.

10. As entrusted by the Provincial government; to assist in the management of the routine work in the office of the Provincial Afforestation Committee, the office of the Provincial Forest Fire Prevention Headquarters, and the office of the Provincial working panel dealing with the disputes over the mountain and forest ownership.

11. To undertake any other tasks assigned by the Provincial government.
