Main Responsibilities of Fujian Provincial Population and Family Planning Committee

1. To take responsibility for family planning in the Province under the leadership of the Provincial Party Committee and the Provincial Government and under the guidance of National Family Planning Committee.

2. To draft population control and family planning policies and laws according to the principle and policies of the national family planning and "the Provisions for Family Planning in Fujian Province";
- to formulate social economic policies together with relevant departments;
- to accelerate the comprehensive management of population and birth-control work.

3. To research the Provincial population and family planning situation;
- to compile the medium-term, long-term and annual plans for Provincial population development and to be responsible for its implementation, supervision, inspection, summarization and promotion, and together with Fujian Planning Commission, report in a timely manner the situation and problems, with present suggestions, to the Fujian Provincial Party Committee and Fujian Provincial Government.

4. To be responsible for the statistics of Provincial population and family planning;
- to collect and compile related information and provide scientific statistics.

5. To organize activities concerning the publicity and education of population and Family Planning.

6. To comprehensively manage the technology and services of birth planning;
- to stipulate the planning and norms for reproduction health care services related to birth, birth control and sterility;
- to cooperate with the health department in improving the qualities of the new births;
- to develop birth planning technology and distribute medicine and instruments for birth planning, and to inspect and direct the work of the local technology service stations and agencies for family planning.

7. To determine the education and training programs for the staff in Family Planning and organize their implementation, and to be responsible for team building.

8.To be responsible for the budget and final accounts of the family planning funds and contraception medicine and instruments expenses allocated by the central government and the Provincial finance department;
- to inspect, direct and supervise the usage and management of the family planning funds in the Province, and
- to manage the finance and state-owned assets of the subordinate departments.

9. To manage, direct and coordinate the floating populations' family planning;
- to investigate, research, and be in control of the situation and direct family planning work at local authorities.

10. To handle all kinds of motions, opinions and suggestions from People's Congress and Political Consultative Conference, and be responsible for the work of reports and investigation.

11. To direct the work of social groups engaged in family planning and undertake foreign affairs relations of family planning.

12. To conduct strategic and creative research on the major problems of population and family planning such as its scale, trend, quality and structure;
- to accelerate the comprehensive treatment of population and family planning;
- to facilitate the sustainable and coordinated development of population, society and economy.

13. To formulate population development planning and policies;
- to coordinate with the relevant departments to handle the treatment of sexual proportions of the new births, and
- to promote the development of the reproduction health industry.

14. To undertake any other tasks assigned by Fujian Provincial Government.
