Main Responsibilities of Fujian Provincial Public Health Department

1. To implement the National laws, regulations, policies, guidelines and technological and hygienic standards in health care;
- to study and formulate the Provincial laws, regulations and policies in health care;
- to study and put forward the development plan and strategic target for health care in the Province.

2. In accordance with the instructions put forward by the Ministry of Health, study the regional health situation of the Province and propose relevant regulations;
- to prepare overall, unified planning and coordinate the Provincial health resources allocation;
- to determine the community health service development plan and standards, and
- to supervise and direct the implementation of health planning of the cities.

3.According to the actual situation of the Province, to implement the work plan, the policies and measures of the rural health, the women and children's health care and the reproduction health;
- to direct the implementation of primary health care planning and the mother-baby health care specialized technologies;
- to supervise and direct the implementation of the Provincial preliminary health care statutes;
- to stipulate the health standards of family planning with related departments, and
- to manage and supervise the technology and service quality of family planning in the Provincial medical and health care institutions.

4. To carry out guidance based on "prevention first" and to develop health education for every citizen;
- to implement prevention planning, as stipulated by the Ministry of Health, of severe hazard to the community health and
- to organize the comprehensive prevention and treatment of major serious diseases.

5. To implement the instructions of the Ministry of Health for the reform of medical care institutions;
- to supervise and manage the medical care institutions according to the laws, and
- to supervise and ensure the implementation of the professional standards of the medical care staff, and the quality standards and service criteria expected in medical care.

6. To supervise and manage the blood collection and supply in the blood centers and the quality of blood for clinical use according to the laws.

7. In accordance with the directions of the Ministry of Health to determine the Provincial medical science and technology development plans;
- to prepare educational development plans and participate in the implementation of national key medical science and technology and education development planning in the Province together with the relevant departments;
- to organize the resolution of the key problems of scientific research in medicine and health at the Provincial level,
- to direct the popularization and application of the achievements in medical science and technology.

8. To supervise and manage the prevention and treatment of the epidemic diseases and the implementation of the quality control criteria for food, cosmetics, medicine for rat and pest killing and disinfectant medicine, and to be responsible for the attestation work.

9. To formulate relevant measures for the Province and supervise their implementation according to the national health care talents development plan and the professional and moral criteria for the health care staff;
- to organize the implementation of the standards of the authorized size for health institutions and the qualification certification of the health care technicians.

10. To organize and direct the Provincial Governmental and non-governmental multi-lateral and bilateral cooperation and exchanges in medical science and health, and the offering of health aid abroad;
- to organize and participate in the major health care activities carried out by the national and international organizations;
- to organize and coordinate the exchanges and cooperation between Fujian Province and the WHO and other international organizations in the field of medical science and health.

11. To promote the attachment of equal importance of both traditional Chinese medicine and Western medicine and promote the heritage and innovation of traditional Chinese medicine;
- to vigorously accelerate academic exchanges and technological cooperation between Fujian and Taiwan in science and technology, and Chinese medicine by taking advantage of geographical situation.

12. To undertake the daily work of Fujian Provincial Patriotic Health and Sports Committee.

13. To be responsible for the medical and health care of people listed by the Officials Health Care Committee under CPC Fujian Provincial Committee, according to the regulations, and to manage the medical and health care of the relevant officials in the departments under the Provincial Government.

14. To organize the dispatch of health technical staff in the Province;
- to coordinate government and other relevant departments and propose emergency solutions to the occasional serious epidemic situations and diseases outbreaks and to prevent and control the occurrence and extension of the epidemic situation and diseases.

15. To administer the subordinate institutions.

16.To undertake any other tasks assigned by the Provincial government.
