Main Responsibilities of Fujian Provincial Culture Department

1. To implement Party and State guidelines, policies, laws and regulations concerning culture and art;
- to study and formulate regional corresponding laws and policies and supervise the implementation of the same.

2. To study, formulate, organize and implement the strategies and programs of cultural development, keep the development of culture and art in balance and to guide the cultural system reform.

3. To manage artistic activities and guide artistic creation and production;
- to support representative, exemplary and experimental artistic activities and to accelerate the development of various arts;
- to manage main artist cultural activities in the Province.

4. To study and formulate the plans and policies of cultural industry, to coordinate the major issues arising in the process of the development and operation of the culture industry;
- to guide the construction of key cultural facilities in the Province and mange Province-level public cultural facilities.

5. To manage the culture market, research and develop management policies of the culture market, the cultural products in the market such as commodities and cultural entertainment businesses and supervise their implementation;
- to prepare a development program for the culture market;
- to study the culture market's development trend;
- to guide and check the cultural market inspection work.

6. To generally manage the film industry;
- to take responsibility for the wholesale, retail, rent of audio and visual products and the examination and management of projection market, to examine the audio and visual products and identify illegal products;
- to take responsibility of the management of the import of film industry related products.

7. To manage social cultural undertakings;
- to formulate the development program of social culture and organize its implementation;
- to direct and coordinate the construction and development of various social and cultural undertakings and coordinate Provincial social and cultural activities.

8. To manage the library undertakings;
- to direct the construction, development and use of the library literary resources;
- to organize and accelerate the construction of standardized and modern libraries.

9. To study and draw up the development program and local laws for the preservation of cultural relics and museums, and prepare regulations for the protection of cultural relics and direct the work of cultural relics preservation and museums.

10. To centrally manage the cultural exchanges with foreign countries, Hong Kong SAR, Macao SAR and Taiwan region;
- to study and formulate related regulations for the above cultural exchanges;
- to prepare long-term, medium-term and annual plans for cultural exchanges, and
- to undertake other responsibilities concerning the above cultural exchanges projects.

11. To manage the Cultural Relics Bureau according to the regulations of Fujian Provincial Government.

12. To undertake any other tasks assigned by Fujian Provincial Government.
