Main Responsibilities of Fujian Provincial Water Resources Department

1. To carry out and implement the National laws, regulations, guidelines and policies related to water resources;
- to enact the Provincial guidelines, policies, development strategies and medium and long-term plans for water resources;
- to organize the drafting of the relevant regulations and supervise their implementation after approval.

2. To manage the Provincial water resources (including precipitation, ground water and underground water);
- to organize and formulate the Provincial and trans-municipal medium and long-term water supply and demand plans, and distribution schemes for water volume and supervise their implementation;
- to organize demonstration work on the overall plan for the National economy, urban planning, and major construction projects for water resources and flood prevention;
- to organize the implementation of water acquisition licensing systems and the water resources fee collection systems;
- to publicize the survey of the Provincial water resources;
- to be in charge of the management of the Provincial hydrological work.

3. To formulate the water saving policies;
- to determine the water conservation plans;
- to stipulate the relevant standards, and organize, supervise and monitor the work of water conservation in the Province.

4. According to the national and Provincial laws, regulations and standards regarding resources and environmental protection, to formulate the water conservancy plans, to organize the classification of water function areas and the control contamination by sewage of the drinking water area;
- to monitor the water volume and quality of rivers, lakes and reservoirs and to examine and approve water quality standards;
- to put forward proposals for limiting contamination and maintaining quality.

5. To organize and guide the supervision of water resources administration and execution of relevant laws;
- to coordinate and arbitrate the dissension of information concerning water issues.

6. To formulate the financial control measures of the water resources industry;
- to conduct macro control on the utilization of water conservancy funds;
- to direct water supply distribution, hydropower and related functions in the water resources industry;
- to study and put forward proposals for pricing, taxation, credit and loan, and finance of the water conservancy.

7. To compile, examine and approve project proposals, feasibility study reports and preliminary design documents for large and medium water conservancy projects, and to handle the examination and approval procedures according to the basic construction processes stipulated by the State;
- to organize major scientific research and technology promotions for water conservancy;
- to organize the implementation and supervision of quality standards for water conservancy and the norms and regulations concerning water conservancy projects.

8. To organize and instruct the management and protection of the water conservancy facilities, water areas and the coastline of the Province;
- to organize and guide the treatment and development of major rivers and river estuaries;
- to be responsible for the management of reclamation of tideland and the construction of sea walls;
- to handle the coordination affairs of trans-Provincial rivers;
- to manage the water conservancy construction projects in the Province;
- to organize the construction, supervise and manage major water conservancy projects with controlling capacity and trans-municipal water conservancy projects;
- to organize and instruct the monitoring of security of reservoirs, dams and power plants.

9. To supervise rural water conservancy;
- to organize and coordinate the basic construction of fields water conservancy, and to give guidance to water distribution in towns and townships and rural water saving.

10. To organize water and soil conservation work in the Province;
- to study and formulate project plans and measures for water and soil conservation;
- to organize the monitoring and prevention of soil erosion, and treatment of water.

11. To instruct the team building in water conservancy in the Province;
- to be responsible for the science and technology, foreign economic cooperation and foreign affairs in water conservancy throughout the Province.

12. To guide water and electricity work of the water conservancy in the whole Province;
- to organize and coordinate rural water and electricity electrification work.

13. To undertake daily work of flood prevention and control, drought resistance of Fujian Provincial Government, and to organize, coordinate, supervise and instruct the flood prevention and control in the Province, and to implement the regulation of main rivers and lakes, important water conservancy and water and electricity projects.

14. To undertake other tasks assigned by Provincial Government.
