Main Responsibilities of the Provincial Information Industry Department

1. To formulate development strategies, guidelines, policies and overall plans in the electronics and information industry;
- to invigorate the electronics, information and software industry, and push ahead with the information-based economic and social services.

2. To formulate laws, regulations and administrative rules for the electronics, information and software industry;
- to be responsible for law enforcement and supervision.

3. To implement technical policies, systems and standards in the electronics, information and software industry, and formulate corresponding local policies, systems and standards;
- to guide quality supervision and management for electronic and information products, and be responsible for their standardization, production permits and measuring.

4. To be responsible for the distribution and management of radio frequencies; be responsible for examination and approval of radio stations, radio monitoring and supervision; implement radio controls according to the law; coordinate the affairs of radio interference and maintain order on the airwaves.

5. To guide and support, in accordance with the industrial policies and technical development policies, the development of the information industry;
- to guide the industrial and products structures and the enterprise restructuring;
- to rationally allocate resources and prevent duplicated construction.

6. To advance the scientific development of the electronics, information and software industry;
- to create conditions for scientific advancement and promote the assimilation and innovative use of introduced technology and promote the industrialization of the scientific achievements.

7. To carry out industrial management over the military industrial electronics, to study and propose development strategies, guidelines, policies, and plans for the military electronics industry and to link with the plans of the army and the related departments and to organize the implementation of the same.

8. To study and formulate, together with related departments, the informationization development plan of the national economy of the Province;
- to assist entrepreneurs to push forward state key informationization projects;
- to guide the informationization work of all cities, departments and industries;
- to guide, coordinate and organize the development and use of information resources;
- to guide the promotion and application of electronic and information techniques as well as popularization of education in informationization.

9. To guide the work of economic technical cooperation, exchanges with the outside world as well as investment invitations;
- to organize and coordinate the import and export trade of electronic and information products.

10. To organize and develop forecasts, education, training, exchanges, intellectual invitations and position qualification evaluation for professional, technical positions of information industry talents in the Province;
- to manage the personnel and labor work of the institutions of the information industry department and the institutional units under its direct control.

11. To be responsible for the statistics of industries as well as the publication of industrial information.

12. To undertake any other tasks assigned by the Provincial Government.
