Main Responsibilities of the Provincial Communications Department
1. To implement development strategies, guidelines, policies and regulations in communications sector such as those related to highways and waterways.
2. To formulate development strategies and regulations for highways and waterways, in light of Fujian's economy and social development;
- to propose guidelines, policies and regulations and, after obtaining approval, implement, coordinate and supervise the same.
3. To compile, implement and supervise development plans, mid and long-term and annual plans for highways and waterways according to the overall lay-out in the Province;
- to organize and carry out preparatory and evaluation work for medium and large key infrastructure projects, and projects with the involvement of central investment, Provincial investment, joint investment of the Province and cities and foreign investment;
- to put forward the initial impact assessment opinion for projects, to administer statistics management and information guidance in the communications industry.
4. To administer the infrastructure construction market for highways and waterways;
- to be responsible for project bidding and quality control;
- to implement communications projects for war preparedness, implement key communication projects;
- to examine, check and accept these projects in cooperation with relevant departments;
- to exercise management over the development of highways, transport stations, ports, waterways and their facilities.
5. To administer highway affairs in the Province, and exercise administration over them;
- to formulate relevant rules and regulations;
- to check, guide and coordinate the management over building control areas on both sides of the highways and driveways for vehicles beyond the limit of highway, and bridge bearing capacity and property of highway.
6. To administer highway and waterway transportation markets;
- to exercise management over passenger and cargo transport (including the taxi services in the cities) both on land and at sea, loading and unloading, vehicle and ship maintenance (including vehicle testing stations), transportation services (including the commercial public vehicles dispatching stations), and maintain their orderly competition;
- to regulate and control key goods transportation and emergency passenger and cargo transportation;
- to be responsible for the examination and approval of the setup of foreign representative offices of foreign-funded enterprises in transportation and transportation overseas;
- to guide the optimization and balanced development of transportation industry.
7. To exercise professional management over driving schools and drivers training;
- to implement relevant state technical standards and teaching programs, and formulate and supervise regulations and overall plans.
8. To manage the state-owned assets of its affiliates and supervise value, maintenance and appreciation as entrusted by the Provincial state-assets administration;
- to be responsible for the collection, management, use and supervision of various kinds of transportation fees.
9. To supervise safety in the communications industry;
- to be responsible for inland river safety supervision, on ships (excluding the fishing boats) and water facilities checking, pollution prevention, waterway guarantee, rescue and navigation;
- to exercise management over shipping agencies, ocean shipping tallies, navigation channel dredging, and port facilities construction, to exercise the administrative function of transportation telecommunications.
10. To be responsible for the size of its affiliates, and the numbers and salaries of employees;
- to administer the leading teams of its affiliates, and guide the salary and labor protection policies in the communications industry;
- to organize and direct forecasts and exchanges of talents in communications;
- to coordinate professional skills training and verification;
- to guide the mechanism of reform in the communications industry.
11. To formulate science and technology policies and mid, long-term and annual plans for scientific development projects;
- to organize major scientific developments and the promotion of scientific achievements, to guide the technological …innovation…. and vehicles upgrading, and promote technological advances;
- to be responsible for technical and quality supervision;
- to formulate education and training programs and guide vocation schools and adult education in the communications sector.
12. To guide spiritual civilization and team building in communications sector.
13. To be responsible for, as entrusted by the Provincial Government, foreign-related affairs concerning communications;
- to guide the use of foreign capital and to administer foreign affairs matters related to waterways and highways, and the affairs concerning international organizations;
- to carry out international technological cooperation and exchanges in communications;
- to be responsible for Taiwan-related communications affairs.
14. To undertake any other tasks assigned by the Provincial Government.
