Main Responsibilities of the Provincial Construction Department

1. To implement the national and Provincial guidelines, policies, laws and regulations in urban layout, village and town planning, project construction, urban building, village and town building, construction industries, residence and real estate industries, public utilities, survey and design consultancy industries, as well as relevant development strategies, industrial policies and mid and long-term development plans;
- to guide and administer law enforcement and supervision in the construction sector and offer professional management.

2. To guide and administer the examination and approval of construction drawings design, construction permit issuing and project quality supervision and management.

3. To formulate anti-seismic design norms for buildings and their affiliated facilities and municipal works;
- to work with the civil air defense office for the development and utilization of the space underground.

4. To guide and administer urban and rural planning, layout of scenic spots and development zones, urban exploration, engineering surveys and urban sculpture;
- to be responsible for the examination and submission for approval of the planning for urban system, urban layout, various development zones, scenic spots and pilot housing estates at the Provincial level;
- to check and issue opinion papers on the selection of sites for large and medium-sized construction projects;
- to take part in the examination of the overall plan for land use;
- to undertake relevant examinations, submissions for approval, and protection and supervision over cities of historical interest;
- to guide and administer archives of construction projects across the Province.

5. To guide and administer urban and rural construction;
- to guide and administer water conservation and supplies, gas, municipal facilities, public transport, gardening, city appearance and environment in urban areas;
- to guide and administer urban pipeline projects;
- to guide and administer afforestation in planed zones;
- to guide and administer the protection, building and management of scenic spots across the Province;
- to give guidance to bio-diversity in urban planning and scenic spots;
- to guide and administer the development, utilization and protection of underground water resources in urban planned zones;
- to guide and administer urban appearance and environmental protection.

6. To guide and administer housing and real estate development;
- to guide the reform of urban housing systems;
- to guide and administer compensated transfer of land use rights and land development and usage;
- to guide the standardization of the real estate market.

7. To formulate norms, regulations and standardized designs for the construction sector;
- to compile and, together with relevant departments, assess quotas, project budgets, cost budgets, labor quotas and time limits for projects, and guide and administer the construction cost.

8. To be responsible for examination, approval and management of the qualifications of companies and institutions involved in construction planning, survey and design consultancy, project supervision, construction and installation, interior and exterior decoration, project quality supervision and checking, urban development, real estate development and management;
- to be responsible for examination, approval and management of the qualifications of companies and institutions involved in production and application in the construction sector.

9. To guide, administer and standardize the construction market;
- to be responsible for the management of survey and design consultancies, construction, interior and exterior decoration and project supervision;
- to guide and administer physical construction market;
- to guide and supervise construction project bidding;
- to administer project supervision;
- to guide and administer project quality supervision and checking;
- to administer safety conditions in construction, to organize and participate in the investigation and settlement of major quality problems and accidents.

10. To formulate and implement plans for scientific development, and technological and economic policies in construction areas;
- to organize the tackling of major scientific projects and promote research findings, and to guide the introduction of new technologies and innovation.

11. To coordinate construction companies to take part in international engineering contracts and labor cooperation.

12. To formulate and implement professional training programs in the construction sector;
- to guide and administer construction of colleges, universities and vocational schools;
- to administer the personnel affairs and size of the organization of its subordinates;
- to administer the senior professional title assessment in civil engineering;
- to administer qualifications and practice certificates of all managerial staff and professionals;
- to be responsible for vocational training verification.

13. To undertake any other tasks assigned by the Provincial Government.
