Main Responsibilities of the Provincial Department of Land and Resources

1. To implement State policies, laws and regulations concerning management of land and mineral resources;
- to formulate and implement rules and regulations for local land and resources management, and research and formulate relevant policies;
- to be responsible for relevant administrative re-evaluations in accordance with regulations;
- to implement technical standards, rules, norms and measures of land and mineral resources.

2. To compile and implement the overall plan for land planning and utilization and related special plans;
- to participate in the examination and checking of urban overall plans submitted to the Provincial Government and the State Council for examination and approval, to guide and examine overall plans for local land utilization;
- to organize the exploration and evaluation of mineral resources, to compile plans for the protection and rational utilization of mineral resources, geological exploration, geological disaster prevention and the protection of geological heritage.

3. To supervise law enforcement procedures of land authorities at various levels, and the implementation of the plans for exploitation of land and mineral resources;
- to protect the legitimate rights and interests of owners and users of land and mineral resources according to the law;
- to undertake and settle major rights disputes;
- to investigate and handle major lawbreaking cases concerning land and resources.

4. To formulate and implement policies for arable land protection and development;
- to control the use of arable lands, protect basic farmland; guide and supervise the development of virgin lands, land leveling, reclamation and development, and to ensure dynamic balance of the overall arable land use.

5. To be responsible for the land resources, cadastral and land affairs;
- to formulate the cadastral management measures, and organize the land resources investigation, cadastral investigation, land statistics and dynamic monitoring;
- to guide the work related to land property, urban and rural cadastral mapping, land classification and registration.

6. To formulate and implement measures concerning transfer of land use rights, land leasing, land use rights as investment, land transfer, land transactions and Government land purchase, and standardize the land market;
- to implement the categories of land transfer and regulations for rural land use;
- to supervise transference of rural non-agricultural collective land.

7. To confirm and publicize benchmark land prices and standard land prices with relevant departments;
- to be responsible for farmland conversions and requisitions in urban and rural areas;
- to undertake the examination and submission of land use for the examination and approval of the Provincial Government and the State Council.

8. To administer the examination, approval, registration and certificate issuing for the exploration and exploitation rights of mineral resources as well as examination, approval and registration of the transfer and leasing of mining rights;
- to examine and check the areas of international cooperation;
- to manage the mineral resources reserve, and the gathering and submission of geological data;
- to administer the geological survey industry according to the law, examine the qualifications of organizations for geological survey and the development and utilization of mineral resources, and administer the outcomes of land exploration;
- to administer mineral resources subsidies and the collection and use of mining fees and charges according to regulations;
- to administer specially funded geological survey projects, and confirm the appraisal results of exploration and exploitation rights.

9. To monitor, prevent and reduce geological disasters and protect the geological heritage;
- to administer geological surveys and appraisals;
- to ascertain protection zone of geological heritage sites of great value such as paleontological fossil beds and standard geological cross-section.

10. To arrange and supervise special funds for land development and geological survey as well as other funds appropriated from the public finance.

11. To carry out scientific research concerning land and mineral resources as well as engaging in international cooperation and exchanges.

12. To administer the Provincial Bureau of Surveying and Mapping in accordance with the regulations of the Provincial People's Government.

13. To undertake any other tasks assigned by the Provincial Government.
