Main Responsibilities of the Provincial Department of Science and Technology

1. To carry out the guidelines, policies and regulations of the Party and the State for science and technology development, and for economy and social development through technical promotion;
- to formulate strategies, concrete policies, measures and draft regulations for science and technology development, and for economy and social development through technical promotion;
- to research and determine the arrangements and priorities in science and technology development;
- to promote innovation systems in development of science and technology in the Province, and to improve science and technology innovation capacity of the whole Province.

2. To establish medium, long term and annual plans for science and technology development of the Province.

3. To research and propose reform policies, measures and general plans for science and technology systems in the Province and put them into force;
- to establish a new science and technology systems suitable for the self-development rules of socialist market economy, and to promote science and technology systems reformation in various departments and local districts.

4. To study and formulate policies and measures to expand the channels of science and technology and to support increases in investment in science and technology;
- to optimize the positioning of science and technology resources;
- to be responsible for budgeting and settlement of relative expenses for scientific affairs and technological "expenses for three items".

5. To study and formulate policies and measures for strengthening applicable basic research, high and new technology development as well as industrial, agricultural and social technology development;
- to take charge of plans for basic research, key technologies and soft science, technical innovation projects as well as formation of technology plans for social development and to put the same into force.

6. To strengthen industrialization of high technology as well as development and promotion of applicable technology;
- to guide the transformation of science and technology achievements;
- to organize the enforcement of the key product plans;
- to carry out macro-management of the key products of high and new technology at Provincial level;
- to take charge of formation of guidelines on science and technology development plans such as torch plans, spark plans and achievement promotion plans for new and high technologies and to put them into force;
- to manage the relevant work of new and high technology industrial development zones and other science and technology parks;
- to be responsible for identification of new and high technological enterprises and products;
- to promote the export of new and high technology products, and to take charge of instigation and promotion of relevant policies.

7. To take part in the planning of the construction of Provincial technology bases, such as important technology project bases and popular science education bases;
- to be responsible for implementation and control plans of the Provincial key laboratories and scientific research experiment bases;
- to promote technical service systems construction for productivity promotion centers, project technology research centers as well as new and high technology business service centers;
- to manage technical work.

8. To take part in the research on, and formulation of relevant policies to support scientists and create a good environment for the growth of technical talents.

9. To manage the foreign affairs of technological departments;
- to organize the support of international technology cooperation plans to promote cooperation and exchange, including cooperation with Hong Kong, Macao and Taiwan;
- to be responsible for the verification and approval of the groups and personnel going abroad (leaving the country) to participate in international academy meeting on natural science;
- to be responsible for approval of groups and personnel of Provincial (administrative) research institutions (units) below county or division level (inclusive) going abroad (leaving the country) for official reasons;
- to compose and support action plans for "developing trade through science and technology" together with relevant departments.

10. To promote acknowledgment of scientific and technological achievements, provide rewards, ensure confidentiality, and develop the technology market as well as protection of related scientific and technological intellectual property rights (excluding copyright) of the whole Province;
- to create popularization plans for science and technology, to carry out policy orientations to promote the development and popularization of science;
- to promote the development of social intermediaries such as technology consultants, bidding and evaluation practices, as well as the establishment of technical service systems;
- to coordinate technical work relating to population, environment, resources and social development.

11. To control private technology businesses, to study and propose plans and relevant regulations relating to private technology development in the whole Province;
- to take charge of the approval of the private technological institutions and technological enterprises and gather statistics relating to these enterprises.

12. To manage the technical information in the whole Province;
- to be responsible for technology promotion, technology statistics, management of natural science periodicals in the whole Province as well as instructing the coordination of records of science and technology;
- to examine and approve the construction or cancellation of independent natural science research institutes at the Provincial level in cooperation with the relevant departments.

13. To instruct and coordinate the technical management arrangements between various departments that are directly under control of the Province in all cities and counties (districts);
- to organize and carry out work of helping the poor through science and technology as well as building up intensive technology spark districts.

14. To undertake any other tasks assigned by the Provincial Government.
