Main Responsibilities of Fujian Provincial Development and Reform Commission

1. To implement the strategic principals and policies concerning the national economy and social development;
- to put forward and implement annual plans, medium and long-term development plans as well as strategies concerning the development of the national economy and social development;
- to study and propose readjustment targets and policies for the aggregate balance, development speed and major economic structures:
- to deliver the plan for national economic and social development to the Provincial People's Congress on behalf of the Provincial Government.

2. To study and analyze the economic situation and its development both at home and abroad and provide macroeconomic forecasts and follow-up analysis;
- to study important issues concerning national economic security;
- to put forward policy recommendations for sustainable, fast and healthy economic development;
- to coordinate economic and social development.

3. To study major issues concerning the restructuring of economic systems, formulate plans for the comprehensive restructuring of economic systems, and coordinate plans for dedicated economic restructuring;
- to follow up, investigate and coordinate the implementation of the restructuring plan, and guide and promote the overall economic system restructuring.

4. To recommend the total size and orientation of fixed assets investment and plan the layout of key projects and productivity;
- to put forward plans for fixed asset investment and key projects;
- to guide and coordinate bidding in the Province and supervise bidding on key construction projects;
- to arrange capital construction funds within the budget; guide and supervise the utilization of policy-oriented loans;
- to guide private investment in fixed assets;
- to arrange and submit to the Central Government key construction projects or give approval to construction projects within its authority;
- to submit investment projects and debit projects in the fields of industry and commerce that require approval from Central Government;
- to manage and coordinate project initialization, feasibility study reports, project commencement reports, post appraisal reports for key construction projects;
- to work with competent authorities to examine the preliminary design of projects and to approve or submit the projects to higher authorities according to the regulations;
- to organize and manage the work of inspection for key projects.

5.To push forward strategic readjustment and upgrading of the industrial structure;
- to put forward development strategies and plans for important sectors in the national economy;
- to study and coordinate solutions for major problems associated with agriculture, and rural economic and social development, and coordinate dedicated rural plans and policies;
- to promote industrialization and informatization;
- to promote the development of high-technology industries, while implementing the macro guidance regulations for technological upgrading and industrial modernization.

6. To study and analyze the development of the regional economy and urbanization;
- to put forward plans for the coordinated development of the regional economy, and development strategies and important policies concerning urbanization;
- to promote sustainable development and environmentally friendly construction;
- to participate in the formulation of environmental protection plans.

7. To study and put forward strategies for foreign capital utilization, targets and policies concerning aggregate balance and structural optimization;
- to control and monitor the total size of the Province's foreign debt, optimize its mix and supervision, and maintain the balance of international payments;
- to select, reserve and promote projects open to foreign investment;
- to arrange key construction projects and overseas investment projects utilizing large amounts of foreign exchange.

8. To study and analyze both domestic and international markets and maintain the aggregate balance and overall control of important commodities;
- to formulate plans for the overall volume of import and export of important commodities including agricultural products, to manage the Provincial reserves of important materials, materials for strategic purpose and commodities;
- to participate in the study of price policy.

9. To coordinate social undertakings such as those relating to population, science and technology, education, culture, health, and their development with the development of the national economy;
- to promote the industrialization of research findings;
- to bring forward policies concerning coordinated economic and social development, and coordinate the major issues relating to the development of social undertakings.

10. To draft administrative laws and regulations concerning national economic and social development, economic systems restructuring and opening up to the outside world, and to participate in the drafting and implementation of relevant laws and administrative regulations.

11. To undertake the work of national economy promotion;
- to coordinate economic construction with national defense build-up;
- to organize and coordinate national economy promotion and traffic management for national defense.

12. To manage the Fujian Provincial Engineering Consultancy Center, Fujian Provincial Economic Information Center;
- to undertake the daily work of the leading group of Digital Fujian.

13. To undertake other tasks assigned by the Provincial Government.
